In 2011 Ryan Altenburg, Principal of WHCE, was working for a water engineering and bio-resource firm in Colorado when the parent company sold, without the engineering firm. It was then that Ryan decided he would buy the assets, take over the current projects and begin WHCE, based out of Casper, Wy.
